What about parking?
Converting a garage eliminates covered parking. Some LA neighborhoods require you to replace it — others do not. Under California state law (Government Code 65852.2), cities cannot require parking replacement for a garage conversion ADU if the property is within half a mile of a public transit stop, in a historic district, in a permitted on-street parking area, or when on-street parking permits are available to occupants. In practice, most properties in Los Angeles, Thousand Oaks, Calabasas, and Encino qualify for at least one of these exemptions. When parking replacement is required, we typically add a new driveway pad or carport — the cost ranges from $5,000 to $15,000 depending on the lot. We check the parking requirement during the feasibility walk so it is priced into the proposal from the start.
